Who We Are

The Finance Commission shall review the financial position of the Panchayats and the Municipalities and make recommendations to improve the financial management and achieving economy and efficiency in expenditure, and achieving fiscal responsibility.

Kerala is one among the pioneering states in the field of decentralization of democracy and governance in India under clause (1) of Article 243-I and clause (1) of Article 243-Y of the Constitution of India, which were enacted through the 73rd constitutional amendment. Kerala Panchayat Raj Act was passed as early as in 1994 in line with the above amendments to the Constitution of India. The first State Finance Commission was constituted immediately after that. Thereafter, Kerala has been constituting SFCs in regular intervals, without any break, as stipulated in the Constitution. Kerala devolved funds and powers to LSGs upholding the true spirit of decentralization. Enabling policy environment and support mechanisms including institutions and IT infrastructure have also been strengthening in a consistent manner. As a result of all these efforts, in Kerala, panchayats have transformed into the third stratum of government in letter and spirit.

Kerala is also the first State to set up a SFC Cell in the Finance Department of Govt. Secretariat to follow up the implementation of SFC recommendations since 1997.

This web portal has been launched as permanent solution to disseminate information about the State Finance Commissions of Kerala and also to support the functions of the Commission.
